Loolkup Item # in a data range and return text from another cell in row.

I know I will kick myself for this but I have struggled with this for a while now. I am not that great in vlookup or even if that is what I need to do.

Here is what I am looking to do: ( i have attached the example as a file also!)

I just nned to have a formula that I can copy down the list where TECH is so that it finds the item and returns the TECH info.

Any help will be greatly appreciated.
