Setting Rules for Conditional Formating

Hello, so far the forum has been great, I think I have an easy question, but if I can get a little guidence that would be a huge help.

I think I have figured out my rules that I need to set to achieve my end result, eessentially I would like to change a cells color, based on the value that is entered, as it is compared to a Target % in a different Row. I have attache a sample with the rules set for one Cell that is colored. My questions is, is there a quick way to apply the rules to multiple cells inside a spread sheet, or will I have to set the rules for each individual cell?
