Please Help - Trying to make a specific kind of graph in Excel 2007

Hello!

I am trying to make a graph much like the annual growth chart that is located on page 2 of this document:

How do I do this in Excel/can this be done in Excel?

Basically, I have a total for 4 different years, and some of those totals have gone down through the years, so I need to make a graph that will show the bar going below the previous years, much like what is shown on the document.

Anyone have any idea? I appreciate the help

why don't you just have 2 series - a column showing the value for each year, and a line showing the average for the past 4 years
