Excel 2007 : COUNTIF problem

Trying to count 19 cells with COUNTIF, but they're all spaced with another cell between, if I select them all individually I get a #VALUE! error, tried just selecting them all but some of the other cells I don't want counted are within the criteria

Also trying to count another cell in a separate worksheet with COUNTIF and VLOOKUP, no idea how to do it so it only counts it if it is the lowest value in that column though
