    Try:

    =COUNTIFS($B$4:$B$1504,"C3467",$G$4:$G$1504, ">"&Today()-365)

    ive change it to this based on your update...

    =COUNTIFS($B$4:$B$1504,"C3467",$G$4:$G$1504,">"&TODAY()-365)

    and still not working...
