Merging data from 2 Spreadsheets, vlookup?

Hello

I am a political science ph.d. candidate who is trying to compile a dataset on voting turnout in democracies around the globe. I have two spreadsheets: one with country name, election year, and voting turnout. The other spreadsheet with country name, year (annual), and democracy index score. Since the second data is annual, and the first is not as it depends on election year, I have so far copy pasted 3 columns of data for 300 elections manually one by one, and my brain is about to explode

I have limited experience with excel, used Vlookup function before with simpler issues, not sure if I can use it here. How can I have excel do the work for me? I would like it to transfer democracy index score to first spreadsheet if the columns for country name and year are identical.
