Linking Worksheets and Copying by Dragging

Is there anyway to copy a link from another worksheet and then use the mouse to select and drag down and have the worksheet numbers automatically updated? I paste a link ='12'!$E$23, I am trying to take that cell and drag down and get ='13'!$E$23, ='14'!$E$23, etc.
