If hired before a particular date

Can someone help me develop a formula that can look at a column C, and if date is less than 10/1/2001, then give a yearly increase of $.44 in column F. On the other hand, if an employee was hire after October 2001, then give a yearly increase of $.20. See attachment for more details.
