    Try:

    =IF(DAY(A2)>15,DATE(YEAR(A2),MONTH(A2)+1,DAY(A2)),A2)
    or shorter version:

    =IF(DAY(A2)>15,EOMONTH(A2,1),A2)
    custom format cell with "mmmm".
