It's something called the "camera" it takes a picture of a range and inserts it as an image that automatically updates. In each version of Excel, Microsoft hides it away deeper and deeper so you'll need to have a ferret around to find it, no idea where it is in '07 I've only got '03 but I'm sure someone can point you in the right direction

For 2003 you need to add it to the tool bar from the Tools section of the customize toolbars dialogue

Unfortunately this is a bit of a pain - as it isn't editable, which is part of my reason for needing the picture behind the cell text.
You can edit the table underneath which will update the image though
Unfortunately I think you might be stuck then, I've never come across a way to do what you want (but I only use 2003 maybe there's something different in '07 that I haven't seen).
It would probably help if you explain what you are trying to achieve. There is no immediately obvious solution (to me) but there may be a workaround.
