Coyping down merged cell that references non merged cell

I have a cell that is merged with 4 rows. That cell references a cell that is not merged. I want to be able to drag the merged cell down the column on my spreadsheet and have it populate from list data on the referenced sheet. Currently it isn't progressing to the next cell when I drag it down on the referenced sheet, instead it's progressing down 4 cells (# of merged cells). Is there anyway to make it increment by 1 cell? Thanks!!
