    Lookup with multiple criteria in row and column

    I have data in a table with values based on years of service and class of employee. I need to pull the value in the cross hairs of the two values from this table to my list. I have attached an excel file with test data. I tried countif but it did not work.
    I've put the value I'm trying to get with a formula. Please help.

    In cell F3, use:
