mixing up numbers

Hello all,

Just wondering is this possible.
i want to use the 12 numbers and put them in the 6 boxes
but i don't want numbers of the same line appearing on the same line more than twice in all
the boxes
Two of any of the numbers on the same line is acceptable.
ex:if B3:E3 = 1234,so 1234 can't fully appear on any line in the other boxes 1,2 etc would be ok.
