Auto month entry

On a spreadsheet I am working on I would like the month / year to enter automaticaly.

The month is to be the month previous to the month that I open the spreadsheet.

Example working on spreadsheet in October but report is for September data.

Would a IF formula work

The current formula is =TODAY() which pulls up current month I need it to put in the previous month.

Hope that makes sense.
