    Lightbulb conditional formatting a cell by its neighbor

    ben_____102.21
    bob_____104.31
    borris____120.12
    jeff______130.212
    jane_____118.121
    doris_____109.42

    so easily we can conditional format the right side column for the top 34 %
    so the top two biggest numbers become bold.

    however, i want the names of the people to become bold off the values
    which are flagged in top ____ % via conditional formatting.

    all other posts and writups on conditional formatting i have found use a simple,
    well " set the cell =$b1>0 or b1 <50." i don't have a simple greater than equal to,
    im using the top [or] bottom %.

    any ideas.
