Short Cut to Draggin down data that changes using a formula ...?

I have a column of data that has spaces between the different ID's ... I need to pull the data in the cell down to populate the blank cells only up to the point where the ID changes ... there are like 6k rows and I used to have a quick formula shortcut that took no time at all.

I used to macinate the data in format a long time ago and create if(and formula. I am totally spacing and time is of the essence. See atttached ...

Thanks in advance for any help

I am not sure if that will work ... see revised attachment of what I am trying to accomplish. You are close ... but I remember having to create another column and offsetting the data.

Other than adjusting for your addition of a top row for notes, the same formula applies. Please state why you don't think this will work as you requested.

Complete quotes of previous posts is not necessary.
