Excel 2007 : apply conditional formatting to entire workbook

you can only apply conditional formatting one sheet at a time. But once you have set up the conditional formatting for one sheet, you can copy all relevant cells of that sheet, and then use Paste Special - Formats -- this will copy the conditional formats as well as any fixed formats.

You need to take care if you have relative references in the conditional formats. These may cause trouble if the starting cell of the copied range is not the same as the starting cell of the target range.

As an alternative to copying cells, you can set up the sheet, then create copies of the sheet to arrive at several worksheets set up in exactly the same way.
