if value is less than x make value x

I work in a hotel and have 2 group's that has a block booking of 35 rooms minimum. I have a spreadsheet that imports their requirements to pass to reception. On the nights when they require less than 35 I still have to hold those rooms so I would like the sum figure to change if more than 35 and stay at 35 if equal to or less than 35. Is that possible please?
