How to create a Golf schedule

I must thank you for this problem - it filled a dull hour, and it might fill a few more, as haven't solved it yet.

The attached workbook has a macro which uses a fairly simple algorithm - for each slot it loops through the players until it finds one who has the lowest (or joint lowest) number of tee times allocated to them and who hasn't played with any of the players already allocated to that group.

This works moderately well, but the algorithm is too simple and leaves 3 slots unallocated and has 15 of the 17 players who have played 3 game and 2 who only play 2, and who it can't allocate because the available spaces are in groups which have players in who they've already played with.

Possibly by making it iterate through the process the few times it could allocate everything, but I don't know.

Anyway, my workbook is attached if you want to see how far I've got. Sorry it's not perfect.
