If formula between dates with multiple criteria

In the attached spreadsheet on the 'reporting' sheet I need to enter a formula in column M13-24 which will return the totals from 'data' column M or column N between the date ranges on 'reporting' column D.

The differential being that if the cumulative miles in 'data' column L are more than 10,000 for the existing tax year on 'reporting' then column N on 'data' should be used but only from the miles in excess of 10,000. All miles prior to the 10,000 should be calculated using column M on 'data'

Any help you can give is greatly appreciated.
