Actual Spending Overview

I was wondering if anyone can help me mimic this functionality in excel? I have attached a screenshot for the actual functionality. Basically, I have been tracking my expenses in excel for a long time and every year I keep adding new features and functionalities as needed. I have a monthly budget goal, and remaining. I need to associate a progress bar for each expense type. The initial bar is white as long as there is no expenses yet. As my spending increases for the item, the bar starts to fill in with green as long as it's within the budget. Once, it goes beyond the allocated budget, it should start filling in with Red. This would be a big addition to my budget workbook. I have tried to achieve this using the conditional formation or data visualization Data Bar, but it does not give what I am looking for.
