error '9' subscript out of range

help me, i can't fix this problem,
i want to arrange some number (small array) into one big array
there's column and row number located above and beside the small array [km], that is location of number from small array at big array.
i tried with smaller one (asdwx.xlsm) 10x10, it works, but when i try (help.xlsm), 204x204 it doesn't work.
it said error '9' subscript out of range.
idk why.
