cell linked to formula moves down when row is inserted.

I have the following problem in Excel 2003.
    I use 2 sheets on a workbook.
On sheet1 are the values and on Sheet2 i have the formulas.

The values in Sheet1 are in the following cells
    B4, B5, B6 etc etc.
In sheet2 i have a formulas which are linked to cells in Sheet1 for example " =Sheet1!B4 "

But when i insert a row at the top in Sheet1 the values are moved from B4,B5,B6 to B5,B6,B7 which is fine and correct.
But my formula in Sheet2 is also changed from "=Sheet1!B4 " to "=Sheet1!B5 "
This is not what i want the formula should remain " =Sheet1!B4 " regardless inserting rows in Sheet1 or not.
I tried to find the answer on internet and i tried to use $ in my formula but without success.
    Hopefully somebody can help me.

    With regards,

    Gerar
