Too few arguments

Here's an example:
In the attached file, if you go into cell E14 the formula for a vlookup appears and all looks good but if you go into the formula box and press enter that is when you get the error message. Also, if I try to enter the same formula using the wizard it gives me the same error.

It does not do it on less complicated fuctions (i.e. SUM) only on vlookup and index (but that's as far as I've gotten in the book.)

I've attached the excel file and a word doc showing what I'm talking about.
