I am trying to prepare an excel where If I select a COUNTRY from dropdown list in cell A1 next cell B2 dropdown list (STATES) will be generated based on selection in A1, then based on selection in B1, dropdown list (CITY) in C1 will be generated automatically.

    Lets say
    A1: Country
    B1: State
    C1: City

    Pleasefind the attachment.

Thanks in advance for your help.

The indirect function in a list will do it for you. See attached book.
Items highlighted in yellow are the range names used in the dropdowns, and items highlighted in red are the named ranges themselves.
