Extra filter in pivot charts

Hello dear members of the excel forum.

I have a worksheet in Excel 2007 with 4 sheets, in each of them a table. I used the Pivot chart wizard and chose the Multiple Consolidation Ranges to make a pivot table from all 4 sheets (databases).
Each table (in each sheet) has a town name and a year and other variables (number of people etc.)
In the combined pivot table I cant seem to make the year as a filter. The year variable enters
the column, the only filter it gives me is by sheet.

Here is a photo example, the town names are in hebrew (sorry about that).
