Excel 2007 : Table Autoexpansion issues

I have a column in a table that alternates between calculating a value and manual entry of a value. The first 10 cells calculate based on a fixed formula, the next 11 cells need to be entered manually, then the next 10 calculate, then the next 11 are manual, etc. When I add data to the first manual entry cell after a group of calculating cells the formula auto populates in the cell. I have turned off both "include new rows and columns in table" and "fill formulas in tables to create calculated columns" but neither has stopped the formula from populating. I have attached a sample for reference, if you type a figure into cell E23 cell F23 will update itself to =E23*0.29 which I do NOT want. F23 should remain blank.
