Exporting as XML

Newbie to xml here. I am trying to setup the attached sheet for export to xml data file which I have linked to Flash. I have everything working but with one problem. My problem is with the repeating values in column A.

My flash front end is reading column A in a combo box but it is displaying the repeating values. I am using the combo box for column A to diplay the data in it's associated row.

Example in attached: Column A label is "new_type" and first set of repeating values are "Authorization Inquiry". When I export to xml it treats these as individual nodes/rows. I dont want this to be a child node but be a parent. And I still need this Authorization Inquiry to be tied to the values for each in its corresponding row. And I cant figure out a way to designate this when exporting to XML. Again, works great but I dont need to see 10 Authorization Inquiry in the combo box but I do want to see the 10 "new_subtypes" for each Authorization Inquiry I select.

I doubt this will make sense and I am probably just setting the list up wrong in excel but my logic skills are less than adaquate. I am a graphic designer and this stuff hurts my head.
