x-axis labels not changing with scroll

in excel 2003 i used a form scroll bar and the graph scrolled smoothly.
i finally converted the scroll bar to an activex control which is required in excel 2007 to allow the graph to scroll smoothly.

now the data changes correctly but the x-axis labels stay the same.
after i scrolled i went into the series and checked the x-axis labels and the correct cells are outlined with the blinking border.

i even selected the range of cells manually i.e., eliminating the formulas.

i have looked and looked and can't figure out why the x-axis labels are not changing.

the data series has the same general range formulas as the labels e.g.,

    inventory values: =OFFSET(DataSheet!$E$12,0,Beg-1,1,End-Beg+1)
    dates for x-axis labels: =OFFSET(DataSheet!$E$6,0,Beg-1,2,End-Beg+1)

    any ideas?
    thanks

Why don't you use a form scroll bar in Excel 2007 as well?

    That would still work.

converted the scroll bar to an activex control which is required in excel 2007
I'm not in front of Excel 2007 right now, but in 2010 forms scroll bars definitely work. I've also had troubles with ActiveX scroll bars in earlier versions. Avoid ActiveX controls and use Form controls instead.

In Excel 2007 a form scroll bar will not scroll the graph SMOOTHLY.
what happens is when the scroll arrow is kept down the scroll bar moves but the graph does not move until the arrow is released. then the graph moves to the proper location.

or the user would have to keep clicking the arrow and the graph moves discretely. that is a lot of clicking to get somewhere.
