As nikka123 says, the formula doesn't go on the worksheet but within conditional formatting, that's how I applied it on the attached worksheet (see my last post).
I think those instructions are for 2007, nikka, assuming you are using Excel 2003 and that you have the numbers in E1:E30 then try this
Select E1:E30
Format > Conditional formatting > select "formula is" from the first dropdown and paste the formula in the box, i.e.
=COUNT(SEARCH("-"&E1&"-","-"&B$2:B$9&"-"))=0
click on format and select required formatting > OK > OK
