Fractional Percentage format

How do I get excel to display very small percentages in scientific notation?
It should look something like this:

Value: 0.2 Result 20%
Value: 0.0005 Result: 0.05%
Value: 0.0000000005 Result: 5E-8%

select the cells, right click
format cells - tab number - custom
you select percentage format code
in type you can write how many digits
to appear after zero. like this format:
0.000000000% then ok.

Something that does not require 500px wide cells would be nice too...
