    The entries that are correct have been array entered (Control-Shift-Enter). Those that have the errors have not.

    If you don't want to use an array formula then maybe...

    =SUMPRODUCT(--($B$3:$B$33=118),--(ISNUMBER($C$3:$C$33)))
