There are a number of issues with your description. Chart data ranges must be contiguous; you have rows in between the data you want to plot. A pie chart isn't the right type of chart for this. A pie chart shows pieces of a whole, but you want to plot one whole and a part. You can't really mix percentages and counts on a pie chart. (Some folks around here will tell you that pie charts are overused and are seldom appropriate.)
Please see the attached, which I think resolves your issues. It's a bar chart. The percentage is actually plotted as a separate series which has been formatted to make the bar invisible, but the data label is still visible. It can be moved around if you want it to appear in a different position.
