Match formula syntax

I have a match formula that i can't seem to get entered correctly. i am converting this from a lotus spreadsheet to an Excel spreadsheet. I attached a file so you can see the formula in action. i should be getting 14.2 in cell B3.

If someone can look at the formula and see my problem here it is.
