Commission Report, incorporating accelerator calculations

I am trying to develop a commission report in which I calculate what a Rep makes up to 100% quota, than what he/she makes in first accelerator (basket if you will), 2nd accelerator and so on. I believe I just need if statements but it seems very convoluted. Please let me know your recommendations, Ive attached an example spreadsheet.
