Bonus Formatting Help

I need help on making a formula that will automatically calculate our bonuses for our payroll

Essentially, there are three cells.

BONUS.............X3.0...........AMOUNT
30..............multiply by 3.0........$90

Now this varies from worker, so if the BONUS is 28, I need to multiply by 2.8...etc.

I was wondering whether a formula could be made to adjust the values accordingly, where

1 = 0.1
2 = 0.2
10 = 1.0
11 = 1.1
20 = 2.0
etc.

I also would like to know whether the X3 cell can be adjusted automatically to reflect the adjusted value. (i.e. if bonus = 28, the X3 cell reformats to show X2.8)
