Excel 2010 Text Boxes

Hey all, i've run into a hellish problem that I have been unable to resolve.

Here's the scenerio, in this particular document, many options are grayed out and text boxes are uneditable (which is a HUGE problem). When i mouse over the text boxes, my cursor turns into a circle with a slash thru it.

All normal cells are editable, if i open up another document, all options are available and i am able to insert edit and delete text boxes without issue.
