Distribute Multiple Items Uniquely as Evenly as Possible X amount of times

Is anyone able to point me in the right direction?

I'm trying to populate the items highlighted in blue in the attached dynamically based on some type of "as evenly distributed as possible" algorithm, is this even possible? if so how?

The only parameters that change are the values in Column B. The cells with the blue background should show the 10 products uniquely distributed as evenly as possible amongst the 6 agents.
