I want to link to a file named 106 2011 Budget Allocation.xls, but I want to reference an internal cell to pull in the value here represented as 106. I was looking at indirect, but would like to not require the file to be opened.
Any thoughts.

I can't give you a more explicit answer but try modifying this to suit your needs
