Lookup table and If statement

Hello,

I have an evaluation where on the second tab it allows for comments. I would like for only the boxes where comments are filled out to be generated in a new tab and lines where comments are empty to be hidden.

Is this possible? Attached is the spreadsheet, any advice or help would be beyond appreciated.
