Countif based on multiple criteria

I've been trying to use the countifs formula to count the number of times, for each agent, a particular customer calls back if they call back in less than 7 days. In my data I have the time called, the client phone number, which agent answered the call and the queue that call came in through (which I guess is not relevent to my problem).

In the example provided, for agent 1, that phone number called back 6 times in the 7 day window. For agent 10, called back 2 times after speaking to agent 10.
