    help with formulat - population v overtime

    Its late in the day, and having trouble with coming up with a suitable formula

    I have population of communities.
    and number of overtime hours per calender month (August)
    How can I work out a formula that will identify communities that have excessive overtime per month and make it meaningful.
    eg populatiuion divided by hours = no. of people per hour? , but this doesn't mean that much for comparison and not true reflexion

    Community1 - 165 population
    August - 15 hours overtime


    Community2 - 198 population
    August - 51 hours overtime
