I have a spreadsheet that I would like to distribute to non excel users. Someone told me I can buy a license from microsoft and I can get a license so that my spreadsheet wont require excel from the user that it would be built in??

No, not as far as I know. There is a free Excel viewer available but it does not allow saving of files, or you can use the free OpenOffice if you don't need macro compatibility. If you are using an Excel workbook, and want full functionality, you need Excel and you have to buy it.
