enqure one question regarding syllable

Please seee the attached file, I think to regulate colume B all items keep 9 letters, for example. " ceva hksha" is exactly same 9 digitals, the rest one I can use =K16&" " to get 9 letters, but in this colume, some is 5 letters, some is 6 or 7 letters, I means although there are only 5 letters, I still need they show 9 letters, so I can tranfer into our FAMS system, otherwise, I have to work this manually
