Corelating line and column in 2 axis graph

I am trying to make a column and line graph with 2 Y-axis. I am using the incident count on Primary axis and want to use the compliance percentage on the secondary. The graph shows up however the percentages do not show as co-related to the columns. e.g. if the ticket count for august is 600 incidents and compliance is 97%.Is there a way that the line shows as 97% of the incidents listed in columns. As of now it is showing as 97% in relation to the axis and that goes out of the column area.

Action January February March April May
    Total incidents 1361 699 700 856 873
    Handling % 2.94% 21.89% 38.71% 52.10% 48.45%

You need to calculate the value of percentage and plot that on the same axis as the columns.

I have added an 3rd series to the chart plotted as line on the primary axis.
The 2nd series is the percents on the secondary axis. This provides the % axis on the right. If you also enable the secondary x axis you can swap the category labels for the percentages used.
Then hide primary x axis labels.
Set secondary x axis labels to low, this will display the months along the bottom.
On the 3rd series you can use data labels using the category option to display the percentage value.
