SumProduct & IFThen, and other formulas

I need help with a few formulas on the attached spreadsheet. The first problem is on the 'UCA Summary Data' tab on the Overage in FY10 & Overage in FY11 tables, the formula I have for the tables now only calculates what is CURRENTLY overage and I need it to count what WILL be overage instead, I need it to be forward-looking.

My second set of problems are on the 'UCA Data Input Sheet' tab in the second table. I need formulas for the Actual % Overage through Total on Hand columns. Please respond with help on any of the issues listed! Thanks!
