Cumulative totals

I'm working on a blasting spreadsheet that I need to do a couple of things. First, it needs to add cells and accumulate their totals. Second, needs to flag cells(by changing the color) that deviate by 7 or less from each other, possibly by a conditional format maybe? I have attached a copy of the spreadsheet.
