Tool Bars

I thought the problem was fixed but I just received a complaint from a coworker in my department. I'll restate the problem.

Lets say I have a workbook, call it "W1", where I have attached a custom toolbar and button. And, lets say that the "W1" in a shared drive within my department. The problem is, when someone opens a different workbook, call it "W2", the toolbar that I attached to "W1" is active on "W2"-where it shouldn't be. I've told my coworker to right click the toolbar and deselect it, which he did. But, isn't there a way to have the toolbar active on just "W1"?
