I'm trying to use the vlookup function. Why doesn't it work when I search for a number and a letter?

For example, I'm trying to look up the symbol 'ET3' in a table, which will return a corresponding description for this symbol. It says 'NA' when I try using VLOOKUP. I'm using the VLOOKUP function correctly because when I change 'ET3' to '3' in both tables, it returns the correct corresponding description for '3'.

I guess my question is why doesn't VLOOKUP work with 'ET3' but works with '3'? Is there a way to solve this problem?
