Matching columns and filling blanks

Hey guys, I've got a problem I hope you can help with.

I've got a set of data which needs sorting. In the first pic below is how my data initially looks and in B is how I'd like it to look after sorting (and copying).

As you'll see the matched column and the corresponding ID move and duplicate where necessary - though not all Matched values will have a corresponding ID with it.

This is a small sample of data, in reality the list is thousands long...
